How To Create Area of Responsibility

We got to know that how we can assign AOR but what kind of tasks/responsibilities can a person perform for the employees and how we restrict/assign the permission to user so that s(he) can maintain the employee assignment details. Upto what extent AOR permissions can be given to assignee ?
