How do I apply bitmap effect to only a single a layer? Whenever I go to grayscale it asks to merge all layers.

wouldn't it give you more control to do it a bit more manually? The way I've been doing this is with Filter Mosaic to see what kind of pixellation you get and Mode Indexed Color Pattern for the dithering. It's only one step to CRTL Z if you don't like the result, rather than having to do all the bitmapping steps again. Yes, I mean this does everything in one step and mine does everything in two steps, but it gives you more control over the individual adjustments that way. And you'd keep the original resolution, saving you that second step-

Yeah no. This works, but I'm going to stick to my method. Mosaic, so you can see what grade of pixelation you get and maintain original resolution, then indexed color with pattern, to get the dither, even choose how many steps and in which colors

The tutorial is wrong, the resolution set the image size so it's important to keep it big, especially if you want to print it, and then the Frequency has a HUGE importance on the appearance, the opposite of what you said
