Is it possible to create an NFT with a picture of a 12 Words seed phrase and make chainlink keepers send it to the seed phrase wallet if the wallet is inactive for a specific time period, all this while chainlink keepers and no one else being able to see the NFT (seed phrase)? This way someone could use a Brainwallet while also being secured because if the wallet is for example inactive for 3 years they will then see that the wallet received an NFT with the seed phrase and recover the wallet and move on to a new one

It still works pretty much the same way. Just comment out the keeper compatible part from the code if your keeper runs on a time based logic.
