Having 2 different gmail accounts are enough to have 2 developer accounts. You can have multiple google play developer accounts as long as your apps in the old account were not violating any google policies and the account was not suspended any time. Because if the first account is terminated, the new account could be affected as well. Better to have a proper reason to maintain multiple accounts.
