When I film my clips in 60 fps for speedramps. Should my sequence then be 30 or 60 fps, to post on instagram? Or do I edit everything in a 60 fps sequence first and export everything afterwards in 30 fps?

Totally depends on what your goal is. If you want to see that "60fps look" before the slow down occurs you'll only notice it if your timeline frame rate is 60fps. But for everything else yes having your sequence in 30fps will work fine. If you edit in 60fps and export in 60fps your 30fps will still look the same as it always does but you may get a bit of a different look to your speed ramp because you're seeing double as many frames of the change. Totally a stylistic choice. I'd experiment with both and see which looks better for that specific shot
