Take the around measurement of the extended neckline starting from the breaking point to the other breaking point..... whatever you have will be the length you will use to cut your lapel. The wideness of your lapel is optional you can make it wider or use 5inches on fold to cut it out If you need more assistant on it use my IG to reach out to me , on my bio there is a WhatsApp number call me there I will put you through when sewing it okay. Amount of fabric depends on body size, if the fabric length is by 60inches 3yards will be enough, if is by 45 you might be needing 4yards of fabric. I hope this is helpful to you
