If you find the center of the netting, then from the center front pleat and sew to the back in one direction, then repeat from the center front in the other direction. This way you will have an even amount of pleated fabric in both sides if the dress. If you want it to be professional, run 2 parallel basting stitches and gather the pleats by pulling the ends then follow the step above for perfect gathers of the same amount.
