Kinematic can be assigned with help of gear joint between two tyre keeping gear ratio 1 .

For front tyre gear kinematics. I created first revolve constraint. In second revolve I'm not able to select axis line.

@karthik kumar there might be issue in assembly then .. plane of both tyre must be same . Then it will select both axis .. and also you need to fix that handle part to body .. so that the axis of wheel remains parallel
