Similarly how can you sew something without have an idea of how you want it. You could stand in the mirror and be like okay I’d like the skirt to start at my waist and go down to my knee. That is a measurement. Or you can base your measurement on a piece you already own

Swatchon, alibaba , vend fabrics - those are all the places I use. If you’re in the UK you can visit letsmakeithere website to find fabric weavers

I'm a noob, is the tech pack mainly for cut and sew?

Mainly yes! You might use a simpler version, say if you’re just printing as you would want to make the printer aware of your print position if that makes sense.
