finally! thank you! I dont have anything dell related on my pc but I remember once using my work mouse (DELL) on it as a test, and I guess the software was downloaded as part of its drivers or something. nevertheless, getting rid of the entire Dell Peripheral manager software fixed my issue as well!

If anyone is still having trouble with it and they have *Logi Options+* Installed then: 1. Open Up Logi Options+ 2. Go to settings (top right hand corner gear) 3. Scroll Down to the bottom where you see the section "Notifications" 4. Turn off: "Caps lock, Num lock, Scroll lock and Fn lock notifications" you can also turn off what ever else you want
