To those thinking and saying this is fake, it is. It's supposed to be. The actor has a foam appliance over his neck (as stated by the demonstrator during the cutting process) after an opening scene where the logo of the school this is being demonstrated for. The reason why you see no blood as he cuts the appliance is due to the fact that he must create the wound (as he would on the set of a movie) before he begins pumping the fake blood through tubes hidden by the appliance. Hope this clears things up.
