No. Just go ahead and cut both the front and back skirt the same as you have measured. Assuming the length of the dress is 45" and front half length is 20.5", then 45 - 20.5 = 24.5" The use 24.5" to cut both the front and back skirt.

To measure your back half length, tie a rope round the smallest part of the upper body, usually between 2-3" below the underbust - make sure the rope isn't slanted to the front or to the back. Then measure from the nape of neck to where the rope is at the back. For the front waist length also measure from the nape of neck to the rope in front.

What is the back under bust? The front under bust is 18.5

The bust is in front, that is why the measurement from the shoulder to under the bust is taken. This measurement is not needed for the back.
