What is the frame rate of the footage, the frame rate your sequence is set to, and how much are you slowing it down?

@@BandH at a 1/250 shutter speed slowed down to 20% at 24 frames per second on premier.

Shutter speed and frame rate are different. You'll need to see what frame rate options your camera has.
