We can install SSL Certificate on the reverse proxy such as nginx instead to install it directly on the app

yes..but not all application run on HA proxy or web server.

If you are talking about the SSL cert, we have 2 options 1. On local testing, you can use a self signed cert. 2. For production, you may need cert from the cert auth and normally will not install the cert on the application server but install it on the web/load balancer.
