It's to connect old analogue phones to a VoIP provider. Rather than buying new VoIP desk or cordless phones.

And you can make small analog networks with it, inside the house, or between two locations, without a VOIP provicer.

I have a SPA122 I use fo a simple 2 analog dial network to simulate dial-up connections, which I would like to expand it to 4 devices. Can I use the 112 as well? The 122 seems less common and harder to find.

Does this function the same as a SPA122 if you are after a way to hookup 2 analog phones to a LAN for in-house calling?

Yes, the only difference between the two is the additional ethernet port for passthrough.

The device won't be the problem, it can communicate over starlink no problem. What might be an issue is NAT and your providers compatibility with Starlink. Most will work but in a few instances (like Andrews & Arnold) with any SIP phone, Starlink "CGNAT" (Carrier Grade NAT) can cause call ringing reliability issues. It's definitely worth a try to see!
