From my experiences fighting phoveus, Idk if it's just me but i really never had any issue against him. I do admit his early game damage is painful but he has weaknesses which is: 1. He is useless without ulti so I play aggressive before he reaches level 4 2. His skills are slow so can be kited 3. You need to time your skills right to activate yz passive because of phoveus jumps 4. Phoveus his ultimate can be dodged with your passive or skill 3

Depends on how many enemies you hit them with it It also shows to you how many stacks you will get Once hit by looking down again near the recall area When using it towards multiple enemies or one however max is 3 stacks

Its unlimited but when you hit enemy with enhance basic attack it will only give them the full passive stack which is 5 or 6.
