You usually have to go to university in Japan and graduate in Japan. That's what a guy I know wanted to do. He had to be fluent in Japanese first before applying to university in Japan. He was already on his way to get in PhD in Canada, but in order to practice in Japan, one needs to do everything all over again, but in Japan and in Japanese.

You got to work very hard. Honestly, it's hard to work at anything in life, but I learned a trick. Feel bored about your free time activities and focus your thoughts on your work. It's amazing how you can get addicted to work and even language studies. Anyways, I hope that mental trick helps, and no matter what, always try your hardest to perfect a useful skill!
