Believe it or not, glue alone works. It's stronger than the wood after glue dries. We repaired an identical issue on a violin with glue only.

Cellos are actually made to come apart should they experience alot of force. This is to prevent the pieces from breaking in two. Better to have the neck break off than to break in two.

I could be wrong so please forgive me. I was told in the past they used a certain type of glue, because if something happens and they need to replace a part they could as the parts would be easy coming off. If the neck needed replacement again in future how easy would it be to do so ?

Traditional makers would use a "hide glue" which is very strong, but can be separated with heat and steam. This epoxy mix is permanent, not able to come apart , which for this type of break is OK I guess. If it did break at the same location again, then likely the fix would be a neck replacement.

My friend's bridge was too high and realized the neck repair came loose. He got it used and had no idea what was used to fix. But then we saw a nail or screw in the scroll repair and was worried might be the same in the neck.

Do you have to place dowels in neck , what will happen if you dont

Dowels are needed in order to prevent the neck from slipping and cracking again once you tune the cello.

The soundpost stayed in place all throughout this ordeal? Even when he grabbed the cello by the neck and waved it? If that is the case it might not be positioned properly. Have a luthier take a look at that.
