The app that doesn't install due to unidentified developer or it is not notarized, you can find those in: "System Preferences" > "Security & Privacy", beneath the "General" tab. Then, choose "Click Open Anyway" to get the app installed.

I have found another way of solution , I m iOS developer and published app to Test Flight to test by some users , I got the similar warning and users not able to download from Test Flight. I found some invalid characters like brackets in my test notes, Because I puts this on my test description. when I remove it , my test users immediately was able to download the app with out warning.
