It should be there, except if your theme disabled it. You may want to activate another theme to check

Activate the default WordPress 2024 theme and check. If you can't find then something is wrong. You may need to search for a plugin that doesn't that, the plugins I've used are on page levels, I can't recommend any plugin that can work for the entire website.

That's very possible. In recent times Google has not made indexing pages instant in many cases. It can take days, in some instances weeks. Why that is, only Google can tell. Sometimes you request indexing and it is instant. In your case, once you are sure there are no indexing issues on the website, just give it time.
