I haven't received any notification and I don't have a login in the incometax portal to change the status to NRI, and got bank asking for PAN for KYC and on my last visit i approached AO and shown all the documents for NRI proof, he was so reluctant he didn't even enter my PAN to check on the system and was in return asked me how did you know your PAN is inoperative. That's how the AO or other officials are working, which never gets solved when approached in email or in-person,and Govt. posts GO's and collect higher taxes from payers and don't provide good service even for genuine citizens.

the rule and regulation has been rolled out by IT of India. There is no clear and official documentation on what to do when PAN is marked as inoperative or in-active. You mentioned something about letter. My friends did that, 3-4 times follow up, mailed document from UK to India. There is no confirmation or acknowledgement on status. After 6 months, no progress. He has hired CA's in India to help. No luck either. Its just messed up stuff right now with this rolled out. Good luck to everyone who are trying to sort out this.

I send applications via CA to Delhi Civic Center. The Assessment Officer has been holding it more than 30 days, each time my CA goes, they want 10k bribe to do urgently and he kept giving date to dates to delay. How this can be fixed
