I know this is a tad old but for some of us who use Nav2009 and Jet Reports the Ignore Other Apps options is not acceptable BUT since our systems are 64 bit using 64bit Office did help if these fixes in the Video didn't help you like us.

"Unblock" worked for me. Environment: Windows-10, Excel 2019, .xlsx file saved from a web page. When opening file Excel reports that there is not enough memory to open the file. I opened the .xlsx file properties and checked the "Unblock" box related to security as the file was, certainly, from another computer. File opened, issue fixed. How Microsoft can get away with such unfriendly user code is beyond me.

We had to upgrade to 64 bit Office to get rid of the error once and for all, 30 users had the issue, once they were upgraded no-one has had it since, seems to be an issue on 64bit OS and 32 bit Office in my opinion.

Hi i knw might sound crazy but if you change you keyboard setting to English US it wrks in some case... Default app to use English US as well

It would be under the General Tab in properties, not all files would have the option to unblock.
