Try to run the internet options as administrator.

There is a reason not to install such applications. If you need such instructions, you should avoid installing suspicious applications.

I had some of my old software in my Google drive. I downloaded the zip file from Google drive and unzipped it. So now when I tried to install that software, it was giving me this error message. So in my case it was not some malicious software. As most of us have good anti virus so it wont be an issue as it will detect it. That's why I made a video in case someone is desperate and wants to install the setup file, so it will help him/her.
