Actually it is not the phone blocked either. Because in my phone, one number worked but when I tried to add another account, the second number refused. Though it was working well before I factory reset the phone. Tried whatsapp business and got the same error and tried another number, same thing. This only happens for numbers that have used whatsapp GB before. So I used the old phone and worked. Guess I will give it time

That 1st email account you use.reset your phone put a new email account then your phone id will change then your sorted. That's why when you put your whatsapp on another phone it works,but when you put on two different phones with same email account it doesn't work

I tried all of these methods, including putting my sim back in my old iPhone which had worked perfectly until I got a new (cheap Chinese) Android phone which is what triggered the problem. I still got the problem on my old iPhone, which was using the official app from the App Store. WhatsApp Business also displayed the same error. It's kinda true. I use Oppo r9sk. A China product phone. I was banned but I contacted them and it was later unbanned. After 2 days I was banned again for no reason. I realized China and WhatsApp has an issues since I'm using China made phone. I think my phone is ratherly blocked not my number.

Try everything with the old phone, if it works great but if it doesn't then you only chance would be to use a new phone. Btw The old phone could still use whatsApp with a different number. Hope this helps :)
