you need to select the imges/shapes you are trying to merge. for doing that use control key plus left click on the shapes and pictures you want to merge. the AND ONLY THEN the option for format tab and format shape will appear. it should be the last and second last function on the rapid access bar.

i found the problem, you should move your picture to the most front, not behind the shapes that you draw. ( after select the things go to picture tool format > arrange> bring forward... to move the picture to the front

No need to add transparency to your objects, once you "unify" the objects together it resets to a single value. Simply draw whatever you want, select all objects, go to "Shape Format" and click "Unify" on the "Insert Shapes" tab. Next past your image, send it to "back", select image first, now select the shapes and click on "intersect". DONE. No need to do all the work you did there
