Great question, but no unfortunately. Considering that you're not supposed to technically be out of the start area, the only thugs that Rocksteady rendered are the thugs for the ar map

No unfortunately. Since you're not technically supposed to be out of the square that Rocksteady gives you for the challenge, they didn't render any thugs in the open city

Oh yeah that's right. I'm pretty sure you gotta lure them to like a weak wall or something instead of luring them to one spot and then taking them down. There's a back part of the movie studios that's perfect for it when Harley takes it under her control when she does. When you use the Voice Synthesizer, and she sends her goons to the roof making it more of a stealthy predator type. On the heli-pad over by the front door there's a grate in the middle of it, where you can get down under it easier. Under the heli-pad, there are 2 weak walls, and some floor grates you can hide under. Put Explosive Gel on the weak walls, on the side facing the way you came in from the grate above, that way, when you use the Voice Synthesizer to lure the thugs to the wall, the explosion will be towards them, knocking them unconscious
