If you mean the one to the right of the red hat and to the left of the green hat, that black hat is in the $2 vending machine

For some reason the dollars don’t show up to me and I can’t collect them and I only collected one.

If you're not seeing money, it could be because you teleport. When you teleport to different levels money doesn't spawn. You have to go through all the levels normally and even then they can be a bit tricky to find.

You can teleport through levels but you can't get money that way.
