11:07 You have to assign both workstations to the work you want the villager to do. That is normally why they don't work when you give them things like buckets, and you have to set the % 3rd column 19:15. You can place the tools in the storage warehouse building, and they will use them from there. The storage at the workstations is for overflow when the food storage and warehouse get full.
