@@dauphongii they do spawn just rarely and with certain vehicles I have drove them granted they are still high end so you can't keep them but they do spawn like grinding for a shiny Pokémon. I can't tell you specifically what cars trigger the spawn because it is random but it tends to work better with older dlc cars and sometimes the street gauntlet.

Yeah, they better rebalance the cost of everything since they supposedly will have real time in game car dupe detection among others. This and mod menus on XB360/PS3/PC with stealth bank deposits and $ drops are pretty much reason why they inflated the cost of everything. If you go back and look at prices along DLC timelines, you can see that they all jumped not long after the old gen systems were hacked.
