My recommendation is to focus on what you control. Your manager is going to do what they are going to do. You have the ability to choose where to spend your time, effort, and energy. Focus on adding more value in your role by identifying and solving important problems. When you look at how to improve every area, not just your role, you'll position yourself for your next promotion.
