Sorry... Could you actually point out which part of Singapore's Law or Regulation that Singapore ourselves, set, but didn't follow ?? Whatever Rules set by our Immigration are for the benefits of the country. Anyone unwilling or don't think its worth their time to seek Permanent Residency is FREE not to do so...

Permanent residency through employment pass is almost impossible, I know several people who have applied and been denied Singaporean permanent residency several times
