So the rest of the artifact fragments are found all around the desert area. I have a video detailing how to get all of the rest of them here: kzbin.info/www/bejne/nprUkp9pe5ufaLc. Once you have all 10 of them, the quest should complete for you.

If you've done the pre-reqs, it can take a few days to trigger. I found that typically it took me 2 sleeps but anywhere between 2 and 5 days.
