I concur i just skipped the membership after the worldbreaker questline and Dealer vexil can be interacted with.

Important notice, you have to take a side on top of the Obisidian Citadel , with either Wrathion or Sabellian in order for the keys/fragments to drop at 4:00

To be able to see the Wrathion weekly npc, you must first complete the questline: Embers of Neltharion to get the quest from Igy.

awesome guide ^_^... for igys if no quest shows up, you need to do the weekly either from wrathion or sabellian... after that igys will show the quest d-(^_^ )

She flies around for a few minutes and will eventually come back down. If you wait around and she still doesn't show for you, I think you need to do part of the Waking Shores campaign: up until Wrathion's Gambit.
