I don't think student or their spouse can get any monetary benefits from the govt. These benefits are only for those partners whose spouse are on Work Permit, not on study permit.

You have to go to TE office and ask about your certificate and qualifications..they will decide,but as per my knowledge you are eligible if you have A type visa
