Meter, health regen, and overheat. Meter since Toxic brains is the only one who actually benefits quite a bit from having it on. Health regen as to increase how fast you recover health and how quickly you can get back into fights, and the overheat upgrade as so that you can squeeze out just a little bit more damage with the beam before it overheats.
