It takes roughly 3 hours to go one way. So you can definitely do a day trip. Personally for me, waking up to see the sunrise and the frozen Dzukou stream and icicles on the bamboo grass is a special experience. However with the kind of stay facilities and the hordes of people who are staying back on top, returning in a day, may be a decent option.

The rules keep changing. But it is advisable to go through a tour operator or a guide if you intend to camp. Also, they would know the current situation.

I guess ILP won't be applicable for you since you're from Assam. As far as my meagre knowledge stretches, all indigenous inhabitants of any North Eastern States are exempted from ILP in Nagaland.
