Good information! We use this technique while waiting for a drawbridge in our sailboat. Sometimes we have to turn stern to the bridge, but I find it a lot easier than driving around in circles. I try to time it so we have the bow facing the bridge so if we have engine issues, we are pushed away from the bridge, but the more bridges to pass through, the more difficult that is.

IS the wheel and rudder really effective and functional at this speed?

Normally rudders would have a very minute effect that isn’t really worth worrying about in this kind of boat at such a low speed. However, the particular boat in the video is on sterndrives which give significant steerage when power is applied, regardless of the speed of the boat.

That wouldn't be much of a tip for those of us with boats not fitted with such a button (or even a joystick) or thrusters for that matter.
