I use Shoulder aim in Some situations. But Generally if there is single Enemy I use Normal Hip Fire. Shoulder aim is useful For some situations not every time, using Shoulder aim will Reduce your character movement. (I'll suggest you to use Both, Both are better in Their situation and use)
