Your HTML code is Correct (Because you have a Blank video as your Output) The only thing is wrong is your Video file's Path So if you are using some WebHosting Provider's CPanel Then you can upload the on the Same location where your HTML file is or you can give a Full path of your Video file Like www.websitename.com/myVideo.mp4 (If your video file is present at your website's root address) or if your video file is present inside a Folder or something Then your Path will look something like this www.websiteName.com/folderName/myvideo.mp4 but all of these methods won't work then run your video file through your CPanel and copy the Video Address or please give me more information about your Website so i can find your Video's Location by Visiting your Website's URLs ETC

Hi. i am sorry to tell you that Chrome or other browsers will return "Your file couldn’t be accessed" when you try to access External Mobile Storage using USB. to solve that you can Move/Copy your Video file in your Computer's Drive or you can upload it on Online servers and access that video file using the Internet

We use Chrome a lot and it is a must to working with local files. What we have been using is "Web Server for Chrome". You start it up, choose the folder wishing to work with and go to URL (like 127.0.0.1:port you chose) It is a simple server and cannot use PHP but for simple work, might be your solution: chrome.google.com/webstore/detail/web-server-for-chrome/ofhbbkphhbklhfoeikjpcbhemlocgigb
