It's good to see someone do it right. To many boats with sheet metal screws pulling out . This is the right way of doing it if you can't get to the back side to use nuts. One suggestion is to have drilled a couple holes and insert blind nuts , bolt base down then punched and drilled other holes to get them centered.

Do you think I could mount the seat bracket with the spring upside down on the deck, and use that as my base instead of drilling a hole beside for my bolts?

I don't remember, I used a bolt that was the same width as the seat plate.

So far so good (and I'm a heavy guy), but keep in mind we only use this this boat for lakes that are hard to get in. Maybe been out a dozen times so far.
