It's a Stable Opera browser for Debian based linux distros. Deepin OS has inbuilt app store or Software center similar to ubuntu.

Open Terminal App and type this command First type this sudo install upgrade (and hit enter) Second type this sudo apt install gdebi (and hit enter) If you are using ubuntu/debian based Linux OS then you can simply install .deb file just by double Clicking the left mouse button (latest Ubuntu/debian based Linux OS comes with inbuilt .deb file installer)
