you have to be at a certain part of story mode for those to appear. play somke of the missions, once you get to a certain part youll see em appear.

update I've just discovered it : so I'm finished all of my mission and I scroll through the players phone contact and I saw a property Management contact list and when I called it a menu pop up where it can purchase property or trade in property. And this is the solution 😅

That's an exclusive car made by stunt motorsports. However, you can buy rims only from them for your cars, look up stunt motorsports on Facebook and tell em I sent you.
