I can’t unlock the thing to setup the Lasers

Whats the reflector for and how do ensure its setup properly?

I was thrown off a bit by the segment where the lady talks about setting up "The Reference" and then proceeds to indicate the 4 operating modes, two of which are for setups with NO reference.
