Can you explain further as to why not install resin sand near pools? Florida contractor here and we have a lot of natural stone pool decks that could use a product that can be installed wet.

Once finished, does PS-1500 create a watertight seal, a semi-water-permeable seal or does rainwater flow through it freely like ordinary joint sand?

Can PS-1500 be used with pavers that are laid atop polypropylene paver base panels like the Gator brand from Alliance and those made by Brock?

It is drainable. It will allow moisture into the system. It is best to use on an open graded base system that promotes drainage. You can use it on a standard base but could cause freeze/thaw issues.

You can use it on this type of base but it is not ideal. There is a lot of movement and flex in the polypropylene base panels. PS-1500 as well as other resin sands are rigid and may break down from the movement.
