All you do is right click the Distilled Emotions to open this screen. Thought I mentioned it

If you're leveling a new character or still in the campaign, Instilling an Amulet doesn't affect the level requirement, so might be worth it to find a cheap node or movespeed passive for the earlygame. (Some examples: any of the movespeed nodes, the +25 attribute nodes depending on your skills, maximum resists, the "armor applies to 25% of fire damage taken" node... there are a lot of strong generic options for a range of budgets.)
