Hi, I am using TL-WR940N, and my downloading speed is limited to 1.2mb/s (WiFi as well as cable from router) as compared to 12mb/s when directly connected to the cable from main router.

no, you can't because each device has it's own ip address so u have to put each device's ip adress ( those who you want to control their bandwith)
