Yes.. If your father aadhar is from Telangana. You will be considered as non local candidate. So you have to submit relevant docs applicable for non local students, to claim local eligibility.

Without any pay ledhu bro.. No, PAN holders, who do not fall under the exempt category, and have not linked their PAN Aadhaar as of today, can only link their PAN cards with Aadhaar by paying a penalty of Rs 1,000 by June 30, 2023.

It will take time, as the server is completely occupied with these requests as of now. Once after manual verification they will approve, then your Aadhaar and Pan gets linked and you will receive a message on your registered mobile number.
