You must have WebLCT software on your laptop.
Connect an ethernet cable to the control card in RTN(SCC or CSH or CSHN or CSHNA) in port NMS or Ethernet depending on the control card type.
WebLCT:
RTN950A（V1R9C10SPC300SPH302）
First NMS Version Supported: V200R016C60
RTN980（V1R9SPC300, CSHN）
RTN980（V1R11, CSHNU）
First NMS Version Supported： V200R018C50
Therefore, V200R018C50 or later is recommended.

Kindly check below in other comment i already share link for latest version of weblct and also for jre file. First extract weblct and then paste jre file also in weblct folder then run it will surely work.
