Hey It’s a balloon sizer, you can get them in many different forms. You can even make one out of cardboard :)

Hey If I'm installing the arch outside with no back wall support, will the water weighted balloons be enough or will it get blown away?

Hey. This arch isn’t resting on the wall, but outside with only water it will be tough to keep up. Any wind might blow it away. I suggest after it’s built to use a string and peg it to the grass.
