No. The chest circumference is different from the burst circumference, the chest circumference is very essential when making off shoulder styles........ To measure the circumference of your chest. 1) Place one end of the tape measure at the fullest part of your chest 2. wrap it around (under your armpits, around your shoulder blades, and back to the front) to get the measurement. You can also search on Google to see pictures of how its measured.

9inches is fine....... it depends on how free you want the jumpsuit to be on her body. The more free you want it to be, the more allowance you add to the actual measurement
